DESCRIPTION:
The City of Redding is seeking a highly qualified and motivated individual, under general direction, to
plan, budget, organize, direct, and coordinate the activities of the Line Operations group of Redding
Electric Utility. This group includes line crews, tree trimming crews, inspectors of distribution
equipment, troublemen, warehouse staff and other support personnel. This position performs a
variety of analytical and managerial work to improve and document the safety, compliance and
productivity of the Electric Utility Line operations.
EXAMPLES OF DUTIES:
NOTE: The following are the duties performed by employees in this classification. However,
employees may perform other related duties.
Not all duties listed are necessarily performed by each individual in the classification.
Exercise direct management over assigned staff and other field operations and administrative
support staff; research and develop specifications for electric construction equipment, vehicles, and
supplies. Analyze maintenance records, downtime and indirect costs associated with the Electric
Utility field equipment; study the daily operating procedures of the field operations group to identify
areas where efficiency improvement can be achieved without impacting worker safety; represent the
division and department to outside agencies and organizations; work with the staff of other
departments and other utilities to facilitate implementation of procedures which will result in
improved efficiency of the Electric Utility in its delivery of electric service; participate in outside
community and professional groups and committees; manage implementation of required training
programs for field operations staff. Maintain records of training provided to each member of the field
crews to ensure adequate training has been provided; oversee a comprehensive safety program and
participate in Utility-wide and City-wide safety initiatives. Coordinate investigation of all workrelated injuries, illnesses and operating incidents affecting the field operations staff; review laws,
regulations and codes which may affect line operations of the Electric Utility. Request an
interpretation and assessment of potential impact of such laws, regulations and codes on the Electric
Utility/City from the City Attorney; coordinate/balance the efforts of the field crews between
preventative maintenance and service to new development, including reinforcement of the existing
system to support new development. Coordinate construction activities with the electric warehouse;
perform related duties as assigned.
TYPICAL QUALIFICATIONS:
Knowledge of: Principles and practices of electrical theory as applied to electrical circuits and wiring
systems; day to day field operation activities of an electrical utility including methods, equipment,
tools, and materials used in electrical underground and overhead constructions, maintenance, and
repair work; pertinent local, State (including General Orders 95, 128, & 165), Federal rules,
regulations and laws; modern office procedures, methods and computer equipment; warehouse and
inventory management, general principles of personnel management, budget development,
implementation and monitoring, training, performance evaluation, labor contracts, and work safety
including Cal OSHA regulations.
Ability to: Organize, implement and direct distribution operations/activities, while maintaining a
successful culture of safety and compliance. On a continuous basis, analyze budget and technical
reports; interpret and evaluate staff reports;; problem solve department related issues, remember
various rules and procedures; and explain and interpret policy; analyze costs, opportunities and
issues to identify alternative solutions, project consequences of proposed actions and implement
recommendations in support of division, department, and City goals; interpret and apply City and
department policies, procedures, rules, and regulations; establish and maintain effective working
relationships with those contacted in the course of work; communicate clearly and concisely, both
orally and in writing.
Education and Experience: Any combination of training and experience that provides the required
knowledge, skills, and abilities is qualifying; typical education would include an Associate of Arts
degree from an accredited college, or university, or equivalent in a relevant discipline or extensive
vocational education in Electric Utility operations and management. Typical experience would include
holding the rating of Journeyman Lineman for at least eight years, three of which shall be as a
supervisor, and must have a readily verifiable record of progressively more responsible job
assignments.
Special Requirements: Possession of a valid California driver's license, or the ability to acquire one
within ten days of appointment.

Veterans Credit: Veterans who have received an honorable discharge from the military service and
receive a passing score on the examination will have 2 points added to their final examination score.
To obtain this credit, veterans MUST provide a copy of the DD214, indicating honorable discharge, WITH EACH EMPLOYMENT APPLICATION BEFORE THE CLOSING DATE.

Examination Process: An oral board interview, practical exercise, or combination thereof may be
administered.
