This career opportunity is not available for full-time remote work. This will be a hybrid position of telework and some hours at the PUC offices in St. Paul, MN.  Relocation expenses under this position contract are reimbursable and relocation must be completed within 6 months of hire.  

Job Summary:

Qualifications

To be considered, applicants must meet one of the following educational and/or work experience combinations:

Minimum Qualifications for Financial Analyst 2:

• Bachelor's degree in Accounting or Finance or closely related field with significant coursework in Accounting.
• At least 2 years of relevant work experience in auditing, the analysis or preparation of accounting records or financial statements.
• A graduate degree in Accounting, or Finance, or closely related field OR an accounting certification (such as a CPA, CMA or CIA) may be substituted for one year of work experience.
• Knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
• Written and oral communication skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

Preferred Qualifications for Financial Analyst 2:

• Familiarity with the electric, natural gas, telecommunications and/or water industries.
• Familiarity with utility ratemaking and regulatory concepts and practices.
• Basic quantitative skills.
• Ability to conduct research and investigations and to perform analyses of regulatory accounting and financial issues and related issues such as utility cost recovery.
• Experience conducting financial audits, evaluations or reviews.
• Experience writing formal reports for external distribution.

Minimum Qualifications for Financial Analyst 3:

• Bachelor’s degree in Accounting or Finance or closely related field with significant coursework in Accounting.
• At least 2 years of work experience as a Financial Analyst 2 or equivalent, with a regulatory agency, utility or similar organization, in the analysis or preparation of public utility accounting records or financial statements.

OR

• At least 3 years of relevant work experience in auditing or the analysis or preparation of accounting records or financial statements of companies other than public utilities.
• A graduate degree in Accounting or Finance, or closely related field OR an accounting certification (such as a CPA, CMA, CIA) may be substituted for one year of experience.
• Knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
• Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

 Preferred Qualifications for Financial Analyst 3:

• Good understanding of the electric, natural gas, telecommunications and/or water industries.
• Good understanding of utility ratemaking and regulatory concepts and practices.
• Solid quantitative skills.
• Solid organizational skills.
• Experience writing formal reports for external distribution.
• Ability to conduct research and investigations and to perform complex analysis of regulatory accounting and financial issues and related issues such as utility cost recovery.
• Experience conducting financial audits, evaluations or reviews.

Minimum Qualifications for Financial Analyst 4:

• Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
• Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.
• Graduate degree in Accounting or Finance or a closely related field with significant coursework in Accounting AND one of the following:
• Three years of relevant work experience involving auditing or the preparation or analysis of public utility company accounting records or financial statements; OR four years of relevant work experience involving auditing or the preparation or analysis of accounting records or financial statements for companies other than public utilities.

OR

• Bachelor’s degree in Accounting or Finance or a closely related field with significant coursework in Accounting AND one of the following:
• Accounting certification (e.g., CPA, CMA, CIA) and at least three years of relevant work experience involving auditing or the preparation or analysis of public utility company accounting records or financial statements; OR four years’ experience involving the preparation or analysis of public utility company accounting records or financial statements; OR five years’ experience involving the preparation or analysis of accounting records or financial statements for companies other than public utilities.

Preferred Qualifications for Financial Analyst 4:

• Strong knowledge of regulatory policies and procedures in Minnesota and/or other state and federal jurisdictions.
• In depth understanding of the electric, natural gas, telecommunication and/or water industries.
• Ability to interpret statues, Commission rules and regulations.
• Ability to explain complex accounting and regulatory concepts clearly and concisely.
• Experience writing formal reports for external distribution.
• Solid quantitative skills.
• Excellent organizational skills.
• Experience managing and conducting research and investigations and performing complex analyses related to regulatory accounting, financial evaluations and other related financial issues.
• Experience leading teams and reviewing the work of colleagues to prepare, organize and disseminate information.
