Organizational Profile: The Mayor’s Office of Operations works to make New York City government more effective and efficient. The Office is responsible for managing and coordinating multiagency initiatives and using data to help the City make informed and equitable policy decisions and strategic, targeted investments. The Office oversees the daily operations of City agencies, coordinates City initiatives, and assists agencies in improving service quality and in measuring performance to provide greater accountability.
The Performance Management and Reporting Team (PMR) within Operations monitors, reports, and analyzes the performance of City agencies. The Team provides guidance to agencies and staff on performance reporting and performance management, with a focus on improving public access and use of performance data. The PMR Team also collaborates with agencies to develop and improve goals and indicators to explain data trends and broaden the understanding of key metrics. In addition to producing semi-annual Mayor’s Management Reports (MMR) and the digital Dynamic MMR reporting platform, the Team conducts research on trends and best practices in data driven performance management, and engages agencies on targeted performance improvement projects.

Position Description: The Assistant Director will provide leadership to the Performance Management and Reporting Team, and take a leading role in research and agency performance evaluation within the New York City Mayor’s Office.
Reporting to the Deputy Director, and working closely with internal teams at Operations as well as with external NYC agencies, with latitude for developing and implementing critical evaluation projects designed to improve City service delivery, the Assistant Director will have the following main responsibilities:
- Performance and Portfolio Management
- Assist the Deputy Director in the management of the City’s existing systems for evaluation and public reporting of information on the performance of agencies in service delivery, including the web-based Citywide Performance Reporting (CPR) system, the twice-yearly Mayor’s Management Report (MMR), and the digital Dynamic MMR reporting platform, and other reporting as mandated by Executive Order and Local Laws.
- Support the team in its collaboration with: the wider Operations staff; information technology support staff at City Hall and the Office of Technology and Innovation; and management analysis staff within 47 agencies to:
- ensure regular data collection and online posting of a wide range of 2,000 agency performance measures;
- ensure and document the reliability of statistical information;
- evaluate and identify issues related to the effective delivery of City services;
- continually revise and enhance the selection of agency performance indicators and set numeric targets;
- ensure timely and helpful distribution of critical information to senior City staff;
- maintain a high level of accuracy, transparency and accountability in public performance reporting; and
- proactively monitor agency performance through established reporting systems and protocols.
- Provide direct support on select engagements and oversee special projects, as necessary.
- Systems Development
- Drive the flow of timely, accurate, and relevant information needed for efficient decision-making and the achievement of initiative outcomes by improving the underlying systems used for public indicator reporting and management reporting, issue escalation and triage, and project intervention.
- Cultivate the toolkit of available resources that can be applied in the team’s engagements, including the identification and development of new technologies, templates, techniques and frameworks, as well as the development of staff skills.
- Team Leadership and Staff Development
- Foster a culture of transparency, accountability, collaboration, and continuous learning within the team and advocate for such a culture among agency partners.
- Review staff project portfolios and allocate resources in order to balance workloads, capitalize on staff expertise and capabilities, and maximize the team’s overall effectiveness.
- Build and maintain relationships with key external stakeholders, including senior staff at City Hall, agency heads, and other senior leadership.
- Supervise analysts and advisors with a focus on portfolio management, skill development, and professional coaching.
- Identify areas for improvement within the team and lead capacity building initiatives to improve team performance.
- Support the growth of the team with the development of job descriptions, recruiting, interviewing, and onboarding new team members.
PREFERRED QUALIFICATIONS AND/OR SKILLS
- Master’s Degree, in addition to at least 7 years of full-time professional experience in related field; or twelve years full-time professional experience and relevant lived experience;
- Minimum three years in a supervisory capacity;
- Keen attention to detail, flexibility, and an enthusiastic work ethic;
- Strong written and verbal communication skills with experience in delivering presentations to a variety of audiences;
- Experience that demonstrates a proven record of providing analytical and/or technical assistance for complex, interdisciplinary projects involving multiple stakeholders;
- Experience in performance reporting, process improvement methods, data collection, or data analysis in complex operational environments;
- Experience mediating among groups with competing perspectives and implementing projects that improve operational efficiency preferred;
- An understanding of urban issues, especially New York City government and current city affairs/policies and New York City’s agency operations;
- Experience with or interest in innovative approaches for improving government service delivery, including human-centered design practices, behavioral economics, customer journey mapping, Lean Six Sigma and other methods;
- Ability to think creatively, embrace new approaches and/or technologies for solving complex operational problems; and
- Advanced knowledge of Microsoft Excel, PowerPoint, and other MS Office applications.
