Human Resources Technician
REPORTS TO:Manager of Human Resources
SUPERVISES: No supervisory responsibilities
FLSA STATUS: Exempt
TESTING STATUS: Not safety-sensitive
PAY LEVEL: Level 11
JOB SUMMARY:
- Organizes and conducts recruitment, testing, and new-hire orientation of Agency personnel in accordance with federal and state laws and regulations.
- Administers federal and state leave programs including FMLA, PFML and Paid Sick Leave.
- As such work and information may at times be of a confidential nature, the exercise of discretion is required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plan, coordinate and conduct recruitment for vacant positions; prepare and submit advertisements in local, regional, state and national publications as appropriate
- Distribute, receive, and process application forms
- Schedule applicants for testing as required for the position; administer and review test results
- Prepare and process correspondence and notifications regarding the recruitment and selection process
- Prepare employment offer letters as requested by the hiring manager
- Conduct background and reference checks on selected candidates and schedule pre-employment examinations as required
- Report new hire data to the state
- Respond to requests for employment verification
- Conducts new-hire orientation concerning employee benefit programs and choices
- Administer terminated employee exit process including exit interviews, return of Agency property, explanation of COBRA benefits and other related information
- Track and monitor family and medical leave according to federal and state laws as well as Agency policy
- Receive, record and process personnel action request forms in accordance with Agency policies as well as federal and state law
- Organize, prepare and maintain confidential documents such as personnel files, benefit enrollment forms, COBRA eligibility FMLA documentation
- Track and maintain I - 9 documentation, required driver's license and medical certification renewals, and performance evaluations
- Ensure confidentiality of sensitive information
- Maintain assigned labor law postings and web pages
- Perform other related duties as assigned

QUALIFICATIONS:
Any equivalent combination of education and experience that provide the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:
- Associates Degree in Human Resources or Business Management.
- 1 - 2 years of human resources or administrative experience
- PHR or SHRM -CP certification preferred.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Applicable federal, state, and local laws, rules and regulations regarding public sector employment.
- Methods, practices, terminology and procedures used in human resources and benefits administration
Ability to:
- Demonstrate strong internal and external customer service skills in order to meet the Agency's expectations.
- Communicate effectively and professionally, both orally and in writing, with employees at all levels of the organization, customers, vendors and contractors.
- Relate effectively to individuals of various cultural, ethnic and social-economic backgrounds as well as individuals with special needs.
- Maintain confidentiality of sensitive data and information.
- Provide information, orientation and assistance to Agency personnel regarding human resources functions.
- Follow oral and written instruction.
- Write legibly on forms and other documents.
- Perform work independent of direct supervision and complete assigned tasks on schedule.
- Manage time, priorities and work in pressure situations with multiple deadlines.
- Operate a computer using word processing, spreadsheet, database, e-mail and calendar software.
- Use courteous and professional telephone and e-mail etiquette.

- Essential functions require sitting approximately 90 percent of the time, with balance of time spent traveling to various locations within Skagit Transit office building, climbing stairs, stooping, reaching, bending, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions and carrying up to 20 pounds.
- Exerting up to 20 pounds of force occasionally and moving up to 10 pounds of force frequently.
WORKING CONDITIONS:
- Duties performed while sitting at a desk or computer terminal, with some standing and walking within the office area.
- Subject to noise from office machines.
- Duties may involve some travel to other locations to conduct work.
- May be required to work outside normal schedule on occasion.
